Intuitive Student Growth for Ed EvalsDr. Cathy Meyer, Jeff Tousley, Dr. Brian Davis, and Dr. Doug Greer presented on the importance of multiple measures and teacher dialogue. Key to the process for both districts is the dialogue around the data rather than just the data points. The dialogue focuses on interim and formative assessment that drive instruction through the SLO Process and de-emphasizes the use of state assessments. Both districts use Adequate Growth with Standard Error as a more teacher friendly growth measure and apply a shared (or group) attribution. MDE is offering a series of professional learning opportunities to assist our shift in mindset around continuous school improvement. Further into the year MDE will offer more learning around process and platform. The first of these will address the MICIP Mindset, including moving from annual district and school improvement to year-round continuous improvement, focusing on systems, and considering the whole child. We would like to invite you to a webinar on this topic on Tuesday, September 10 from either 9:30 – 11:00 am or 1:00 – 2:30 pm. Please feel free to invite anyone from your ISD/ESA who you think could benefit from this information, including any consultants. The sessions will be identical so staff members need to attend only one.
In addition, we are offering a two other opportunities on Wednesday, September 18 from either 9:00 – 10:30 am or 1:00 – 2:30 pm. While ISD/ESA personnel could also attend these sessions (they will be identical to those on September 10), we might also encourage you to consider inviting district personnel to view the webinar with you on September 18. This could then be followed by a conversation with those personnel about what this might mean for them during the 2019-2020 year even prior to the rollout of the actual platform. Once the webinars are over, we will also be making them available through on-line modules so if none of these sessions work for you, you will also be able to access them that way. Anticipate the public release of the School Index to be late February or early March. The methodology for reporting on a 100 point scale remains the same as last year and implies a letter grade on a curved scale. For example, if your school has 50% of students proficient in ELA and MDE set the target at 60%, then the School Index reports a percentage of 50/60 or 83.3% of the target met. In other words, instead of reporting 50% proficient, a percentage of the target is reported, 83.3%. For further support, access any of the following:

Same process ... New languageGone are the days of Gather, Study, Plan, Do and welcome in the new five phases. The process begins with assessing your needs which should inform a continuous improvement plan that articulates the vital behaviors of implementation for staff to support and monitor throughout the year. Towards the end of the year, strategies should be evaluated for fidelity and the impact on the whole child. These phases overlap each other and tend to be more complex and less linear in nature. The SI Timeline has two new data sources available: 1) bit.ly/RNN18 and 2) Adequate Growth. 1) The new RNN Data Tool in 2018 allows for an online, interactive graph that shows how schools compare to other schools with similar risk factors. Traditionally, Economically Disadvantaged was the sole risk factor used, however, this year additional risk factors such as absenteeism were considered. Find out more about the Reading Now Network or simply explore the RNN Data Tools to find similar schools in which to network and learn promising practices. 2) Student growth for Ed Evals using state assessment data has been a hot topic recently with several options for districts to choose. Many are hearing about EVAAS with the Value-Added Modeling, often known as the 'black box,' as an option to explore this year. Most seem to be using Student Growth Percentiles, hopefully combined with multiple measures (such as proficiency). Some are learning about Adequate Growth with SE as a more intuitive and teacher friendly measure.
The Michigan Department of Education (MDE) is working toward an enhanced whole-child supportive model of needs assessment and planning; however, for this year in partnership with AdvancED, the MDE will continue to keep the ASSIST web-based platform open (MDE Memo 8/23/18) for submission of District Improvement Plans (DIPs), School Improvement Plans (SIPs), and other documents associated with DIPs and SIPs for the 2018-2019 School Year for the 2019-2020 School Year.
All schools in Michigan will be assigned the Improvement Plan Assurance and choose the school improvement plan option as directed by their districts. These options are: • Goals and Plans • Abbreviated Template • Unpacking Tool The Parent Dashboard is the easiest and most transparent tool to look at the components of school accountability. The measures are reported in an intuitive manner and include comparisons to the state and similar schools. For example, 50% proficient shows as 50% performance. On the contrary, the School Index reports 50% proficient as 83% of the proficiency target met.
